Alright straight up objective list in no order,

Lupe Fiasco, Jay Z, Eminem, Nas, Kendrick Lamar. All 5 I can create a near bulletproof argument for being the GOAT.

I would have put Kanye but he himself will dislike the “rapper” label because it’s too much of a box for him, but he’s easily a top 5 musical artist to ever live. Even MJ only made Thriller once, Kanye made Late Registration and somehow made an infinitely better album 5 years later. Then less than a year after that, carried a top 5 OAT rapper to one of the greatest and most important, cultural-shifting albums of the 21st century.
